How Operations Work

Open market operations are transactions conducted to implement FOMC policy. The New York Fed’s Treasury securities operating framework explains that the Desk may buy or sell Treasury securities for SOMA as needed to carry out FOMC directives. The Desk can also roll over maturing Treasury holdings at Treasury auctions.

Treasury Rollovers Work

A Treasury security held in SOMA eventually reaches maturity. The Federal Reserve then needs to follow the FOMC’s current instructions on whether that principal should be reinvested.

A SOMA Treasury rollover occurs when principal from a maturing Treasury security is reinvested into newly issued Treasury securities.
